SUPPORT RESOLUTION DECLARING
A MORATORIUM ON REZONE ALBANY 

UPDATE: The Council refused to vote
on this Resolution.

When? 7 PM Albany Common Council
Chamber 2d floor City Hall.  July 3, 2017

Council Member Mark Robinson (Ward 5)
will introduce the following Resolution for
a vote of approval from the full 15 member
Albany Common Council at their July 3rd
meeting. 

Rezone Albany opens up the remaining
prime residential single family neighborhoods
in the City of Albany to mixed use development.

This will destroy the neighborhood residential
integrity, quality of life, home values and City
property tax base in these single family 
residential neighborhoods, which pay the lion's 
share of property taxes which support
City schools and City government services.

A foolish move for a City on the brink of
fiscal insolvency.

All City residents will ultimately be adversely
impacted by the outcome.

Declaring a Moratorium on Implementation of the Rezone
Albany Code/Map until January 2018 when the Mayor and
Common Council Members elected at the November 7, 2017
City General Election take office.

Members of the public who wish to  support or oppose this
Resolution are invited to speak at the public comment time
7 PM, June 3, Albany City Hall, Common Council Chamber
2nd Floor.

Arrive at 6:45 pm to register to speak.

RESOLUTION OF THE COMMON COUNCIL, CITY OF ALBANY NEW YORK

A MORATORIUM IS DECLARED ON IMPLEMENTATION OF THE REZONE
ALBANY PLAN , OTHERWISE KNOWN AS, THE UNIFIED SUSTAINABLE
DEVELOPMENT ORDINANCE NUMBER 26.31.17, UNTIL JANUARY 31, 2018
WHEN THE MAYOR AND COMMON COUNCIL MEMBERS ELECTED AT THE
NOVEMBER 7, 2017 CITY GENERAL ELECTION TAKE OFFICE AND DECIDE
WHETHER OR NOT TO AMEND OR REPEAL SAID ORDINANCE.

WHEREAS the effects of the the Rezone Albany Ordinance on neighborhood
residential integrity, quality of life, home values, property taxes, the City
property tax base, support for City schools and City Services as well as efforts
to achieve long term balanced City budgets and restore Albany to fiscal
solvency were not evaluated, nor understood. by the consultants who prepared
said Rezone Albany Plan/Ordinance/Map, nor by the Mayor and Common Council
who enacted it, nor by the the citizen voters of Albany who must live with the
unintended consequences of what is essentially a Development stimulus plan
which is contrary to the, intent and purposes, of New York State Zoning Law.

WHEREAS these  implications of said Rezone Albany Plan must be thoroughly
analyzed and understood by the Mayor, Common Council Members and citizen
voters of the City of Albany. it is imperative that said moratorium be declared
and that the effects of Rezone Albany be thoroughly analyzed, debated and
understood by all concerned,  prior to the September 12, 2017 primaries and
November 7, 2017 City General Election.

BE IT FURTHER RESOLVED, that this Resolution shall take effect immediately.
