UPDATE 12 Oct 2015

Albany, NY is fast becoming
Detroit on the Hudson.

A 12 million dollar plus
gap in the proposed city
budget for next year.

One third of the housing
units in the city are owner
occupied mostly by aging
homeowners with declining
or fixed incomes.

The single family residential
zoned neighborhoods pay the
lion's share of the property taxes
that support city schools and
city government services.

The City Administration is
in the process of rezoning
and reassessing these
neighborhoods  in accordance
with the federal (HUD) agenda
to social engineer the socioeconomic
character of these largely white
higher income neighborhoods.

The plan is to redistribute the
poverty by building  high rise
low income, subsidized housing
in these neighborhoods.

This is part and parcel of the
Obama plan to grant amnesty
to the tens of millions of
illegals who have invaded
our Nation and to resettle
hundreds of thousands of
"refugees" from the Middle
East and Africa, largely
Muslims , throughout America.

Transformation of America
right down to your residential

Family Promise, Bethany Reformed
Church, Mater Christi and other
churches and synagogues in the
City of Albany, as well as suburban
towns in the county, who are participating
in the Family Promise homeless empire
are sowing the seeds of destroying the
residential integrity and quality of life
of single family residential zoned
neighborhoods and property tax
bases, in the City of Albany
and  the County of Albany
whether, intentionally, or not.

HUD will reward compliant
municipalities with generous
cash grants. Perhaps, partcipating
not for profits, churches and
synagogues too?

In the case of Albany, this
will help the present Mayor
balance the books.. for a
little while.

However, in a few years the
residential integrity and
character of those single
family residentially zoned
neighborhoods will be
destroyed. Property values
will fall, a mass exodus of
single family homeowners
will occur,  the city tax base
will decline. Support for city
schools and city government
services will dry up.

The transformation of Albany
to Detroit on the Hudson will
be complete.

What of the current Mayor?
The Mayor will be long gone
rewarded with a high paying
administrative post in the
federal government.

The Article 78  proceeding which
I brought to Annul the Albany
City Board of Zoning Appeals
decision granting Family Promise
and Bethany from destroying
the residential integrity integrity
of the Buckingham Pond Crestwood
and adjacent single family zoned
residential neighborhoods, by
converting the use of the vacant
parsonage at 738 New Scotland
Avenue , to a regional  homeless
social services "hub", asks the Court
to uphold the City Code Administrator's
denial of the Family Promise
application for a permit to convert
738 New Scotland Avenue, to a
homeless, social services hub is
the correct interpretation of the
City Code.

The Supreme Court will decide
this case  after the November 3

Do you suppose that the
Common Council will quietly
vote to change the City Zoning Code
at the last meeting in December?

Residents of single family zoned
districts in the Towns of Albany
County, pay attention, you are

The song of flight. Albany homeowners.

                                 Joe Sullivan

Sunday, October 4, 2015

Joseph P Sullivan is the Conservative
(Row C) and  Reform (Row H)
candidate for Albany County Legislator
District 10 in the November 3 General
Election. Polls open 6 AM to 9 PM.

District 10 is entirely in the City of
Albany and includes the following
Wards/Election Districts - 8-3, 8-4
8-6. 9-2, 9-9, 10-1, 14-3, 14-4, 14-5
14-6, 14-7 and 14-8.

The 10th district is largely comprised
of the last, best single family neighbor-
hoods in the City of Albany.

The district includes St Peter's Hospital
several neighborhood commercial zones
along New Scotland Avenue,  between
South Main Ave and the NYS Thruway
Crestwood Plaza, on Whitehall Road
the CP Center,Temple Israel, Mercy
Convent, Maria College, Bethany
Reformed and Mater Christi  Churches
Ohav Shalom Synagogue and several
apartment zones including South Allen St
Hackett Blvd,Weis Rd and Picotte Dr and
Ohav Shalom Senior apartments on
Krum Kill Rd

Sullivan has served as Buckingham
Pond Crestwood Neighborhood
Association President for the past
30 years.

The main objective of the BPCNA
has been to maintain/improve the
residential integrity/quality of
life of the neighborhood.

To that end, Sullivan's leadership
has resulted in saving open spaces
including green spaces along
New Scotland Avenue at South
Manning, Krum Kill and Whitehall
blocking a plan to build luxury housing
and rezoning Albany Muni Golf Course
Land Conservation (LC) - park land
resulting in creation of the Hartman
Rd Community Garden; rezoning
Buckingham Pond, and shore area
LC which created Buckingham Pond
Park and subsequent improvements
to the park over the years.

Sullivan provided leadership that
resulted in blocking undesirable
land use changes that would have
adversely impacted the residential
integrity of the neighborhood
including a proposed big box store
at Krum Kill and New Scotland
a 12 story apartment house-
parking garage on Krum Kill Rd
converting Mercy Convent to office
space, siting a halfway house for
drug treatment at the NW corner
of South Manning and New Scotland
Avenue and building a 3rd middle
school at Whitehall and New Scotland
or along Krum Kill Rd bordering
Crescent Dr.

Read the neighborhood website
for the past decade, but particularly
posts from January to present in

for much more, including an
update on the Article 78  Sullivan
has before the State Supreme
Court to annul the Albany City
BZA determination which over
ruled the City Code Administrator's
denial of the Bethany Family Promise
application to operate their proposed
Capital Region homeless social
services program hub out of 738 New
Scotland Avenue - which is not a
permitted use of a single family
dwelling in this single family
residential zoned neighborhood
pursuant to the Albany City
Zoning Code.

If left to stand the BZA action
will have a disastrous impact
on neighborhood home values
the city tax base and
support for city schools and
city services.

Something that a city on the
verge of bankruptcy, with a
12 million dollar plus budget
shortfall, can not survive.

Sullivan's priorities as County
Legislator include:

1. Upholding his oath of office
    the U.S and NYS Constitution

2. Representing the residents of
    the 10th District, and County
of Albany, to the best of his ability

3. Maintaining/improving the
   residential integrity/quality of
life of this largely single family
   residential zoned district.

   Click on Urban Blight link

4. Working to keep local farmers
and farmland as a vital source
   of local food production

5. Improving education in Albany
    schools, which includes return
    to K-8 neighborhood schools
    rejecting common core, a return
    to local-state control of education
    and improved graduation rates.

6. Tapping into the 765 KV Quebec
to NYC hydro power line that
will be built through Albany in
the near future, to help reduce
     electric rates and provide a
     reliable source of clean energy
     for local homes, schools, hospitals
     and businesses.

7.  Curbing social services expenses
     and abuses. Social services spending
is the major portion of the county
budget and the social services burden
falls most heavily on the City of Albany.
     Sullivan, as county legislator, will
request a full review and audit of
     county social services to determine
who collects what and for how long
and to purge the county social service
rolls of illegal aliens and double-triple
dippers who travel to collect benefits
     in other counties/states under multiple
     assumed names.

Unsustainable  link right side of blog.

8.  Sullivan will do his best to be an
     informed representative, helping to
     create an  informed electorate
which goes to the polls to vote in
     greater numbers casting informed
votes rather than blind party line

This is essential to the survival of
our Nation, state, city and neighbor-
hoods as well as to the survival of
     each and every citizen.

     More personal responsibilty and
     less reliance on and interference
     from government is essential to
     protecting our Liberty.

America's first and worst slum.

Poor Irish emigrants from the
Tuosist Parish, Kerry, Beara and
elsewhere in Cork settled

Life was extremely hard.

They formed the Emigrant Savings

of depositor records containing
information including the townlands

They also formed gangs and went
to fight and die for Lincoln in
the Civil War.

Tonight a  lovely Blue Moon
lit up the darkness.

A soft summer's evening
with low humidity and a
clear sky.

Paddy, Mick, Margaret
and me walked along
silently enjoying the scene.

There won't be another
Blue Moon for three years.

I pondered what would
the next Blue Moon bring?

Would Obama, his minions
and transformational agenda
be nothing more than a bad

Would the American electorate
have risen to the challenge of
restoring America, our way
of life and our Constitutional

Will all the tyrants , despots and
incompetents have been driven

Or, will the next Blue Moon be

Government can not save us.
The people must save our

the survival of America and
all Americans.

Oil trains are bringing
Dakota oil to the Port
of Albany for transshipment
by sea to  a refinery in
St John's, New Brunswick

Soon a 765 kv power line
will be built from Quebec
through Albany to New
York City providing clean
hydro power.

Albany City and County
should tap into these
energy sources.

1. Build a refinery at the
Port of Albany which should
provide jobs, an improved
city tax base and lower prices
for gasoline and home heating

2. Tap into the 765 kv power
line that will carry Quebec
hydro power to NYC.

This should result in a
reliable supply of clean
hydropower for Albany City
and County which will benefit
homeowners, hospitals,schools
and manufacturing .

Rather than merely serving
as a conduit for oil and
electricity, Albany should
utilize these energy resources
to improve the property tax
base, economic development
and jobs, and an improved
quality of life for local residents.

New Yorkers pay high gasoline
taxes that are supposed to fund
highway infrastructure, but
which are siphoned off for
other political uses.

Diversity is glorified by many
politicians in America today
who have the agenda of
fundamentally transforming

Americans should value and
honor their heritages and take
pride in their ancestors.

Far too many modern day
immigrants, legal and illegal
harbor no love for America
and do not wish to assimilate.

Worse still, many want to
impose their laws, customs
and languages on us.

Some come here with the
aim of destroying America.

Diversity without allegiance
to America will ultimately
destroy our Nation.

Secure our borders, now!

Require all illegals to
register as a first step
to dealing with the problem
of tens of millions of illegals
who have unlawfully invaded
our Nation.

Deport all illegals in our
prisons and jails and those
that those that commit crimes
punishable by incarceration.

Reform our Immigration
Law. Persons from parts of
the world that harbor deep
hatred of America and who
do not aim to assimilate
peacefully into our way
of life, and who do not
intend to pay allegiance
to America, should not be
accepted as immigrants.

The  same goes for student
visas. Far too many come
here pretending to be students
and become illegal residents.
Many fit the profile of those
who want to destroy America.
No student visas for them!

Unsecured borders and
unrestricted immigration
of unskilled, uneducated
multitudes who do not
share our culture and
language, including many
who are intent on doing
us harm, is to commit
national Hari Kari.

Time for politicians to
uphold their oaths of office.

Uphold their oaths to
safeguard our Constitutional
Republic, our way of life
and our language.

The City Council passed
a resolution declaring
sanctuary for illegal
aliens to be city policy
in 2007.

The Mayor and Common
Council should rescind
this sanctuary policy

The Albany County
government should
affirm that the county
is not a sanctuary for
illegal aliens.

The City school  system
should inform city tax
payers of how many
illegal alien children
are enrolled in city
schools, at what cost?

Albany County should
canvass welfare and
medicaid rolls to identify
how many illegal aliens
are receiving welfare and
medicaid in Albany City
and County, at what cost?

Local law enforcement
agencies. and Courts
should turn over all illegal
alien perps to ICE.

Social services, medicaid
and law enforcement costs
are a major strain on county
and city budgets. These costs
should be tallied and made

Members of the Common
Council and County Legislators
who represent districts with
larges numbers of social
services/medicaid recipients
should be in the forefront
opposing sanctuary status
for illegal aliens because
American citizens on social
services/medicaid stand to
be adversely impacted by
adding illegals to the rolls.

There is only so much money
to fund social services, medicaid
law enforcement, schools and
health care.

It was recently announced
that Social Security Disability
will be out of money next year.

Social security, medicare/medicaid
face the same fate in the near future.

Far too many Americans are
dependent on the government
for survival. It is sure suicide
to add millions of illegals to the
the public assistance rolls as
well as provide educational and
medical benefits for illegals.

America is a lifeboat adrift
in a sea of world poverty. Take
on too many and the lifeboat
swamps and all aboard are lost.

Voters wake up. Government
policies and politicians who
support them, are destroying
America and our futures.

No amnesty for illegal aliens!

Only informed voters going to
the polls can save America and

Few American flags

Our history is what it is.

Study it objectively and

Did those who fought and died
for those flags,  die in vain?

Why did these men and hundreds

Our Nation is once again divided.

This time we have a President
who is a divider, a Congress that
has surrendered it's legislative

As President Lincoln said " a

Education is a lifelong process of learning
the attitudes, knowlege, skills and behaviors
essential to earn a living, be an informed
citizen and to find joy in life.

To Learn, one must want to learn, put forth
the effort and apply that which is learned.

As Mayor Jennings often observes, we need
a new template for education, particularly
urban education.

Race To The Top and No Child Left Behind
are examples of well intended, but misguided
government programs that focus on grades
as measures of learning.

Ask not what your students "got". Ask what
did they learn? Observe their behavior.

The true measure of an educated person is
their behavior.

Alan Chartock (WAMC) had an interesting
guest on this subject today. Unfortunately
Prof Simon had no answer for caller Brian
who asked how can  property taxpayers be
sure they get educational value for the support
they provide for public schools?

The answer lies with property taxpayers
becoming informed and participating in
the educational process at the local level
particularly in school budget and board

The further answer is to be found in scaling
back the power and control over education
of the NYS and Federal Education Depts.

Lastly, let learners and teachers learn!

The Late, Great Tip O'Neill said that "all
politics are local."

So, it is with education. All education begins
with parents and the home, cultivating a love
and respect for learning in themselves and
their children.
