CAN COMMON CORE

Education is a local-state matter.

Get the Federal government out
of our schools. The Constitution
does not include education among
the enumerated responsiibilities
of the Federal government.

The NY Constitution says that
the State Legislature shall provide
for a system of public education.
Too much power and authority
has been given to the State Education
Department.

Scale back that power and provide
for more local control.

The Governor has no business
imposing a teacher evaluation
system based on mickey mouse
test scores. Repeal this.

Get the federal and state mandates
off our local backs.

The true measure of  educated
persons is found in their behavior
their ability to earn a living and
contribute to society by being
good citizens.

Improving the City schools is
an essential element in the survival
of the City of Albany.

THE LATINO FORUM

Last night the Hispanic Coalition 
of NY and LULAC teamed up to hold
an Albany Mayoral candidate forum.

A very nice, well organized event
that gave attendees a very clear
picture of where the candidates
stand on a number of issues.

Hopefully, some of the audio or
video will surface so that city
voters may learn more about
the candidates.

I believe that that WAMC Radio
may make audio of the forum 
available.

When the candidates were asked
did they speak any Spanish ? I
answered San Patricios. Blank
looks.

After the forum, I asked each
the panelists if they knew who
the St Patricios were. They did
not. 

The San Patricios were Irish
who fought against tyranny
and for freedom of the people
of Latin American Latin
American countries.

Congress who have gone astray.

SHEEHAN SPEAKS BUT
SAYS NOTHING AGAIN

Why does the media keep giving
coverage to a candidate who talks
but offers nothing of substance?

Just more empty, vague poli-speak!

Developing downtown and the
Albany waterfront requires that
the aging sewer / water system
and utility infrastructure be
rehabilitated to accommodate
increased population and
development.

The 787  elevated maze has to
be torn down before a quake
does the job, or before it falls
down on it's own, being a victim
of excessive  dumping of road
over the years.

All of the above is going to
require massive amounts of
money- money that will not
be available anytime soon
if ever.

Yes, there are things that can
be done in the short term:

1. Build a refinery at the Port
    of Albany to refine Dakota
    oil which reaches Albany
    via rail, and which is shipped
    via the Hudson River, elsewhere.

    This will increase the city
     property tax base, add good
     paying jobs and reduce the
     price of gasoline for the
     entire Capital District.

2. Tap into the 765 KV  Quebec
     to NYC hydroelectric power
     line that will be built in the
     near future. This line will
     pass right through Albany.

    Tapping it will further reduce
     power costsfor homeowners
     hospitals, colleges/schools
     businesses, and stimulate the
     increase of manufacturing
     based on clean, reliable
     energy.

3.  Approve fracking for NY
     natural gas. This will result
     in an economic boom for
     Albany. The Hudson and
     Mohawk Valleys akin the
     the economic impact of
     building the Erie Canal in
     the early 1800's.

     This will result in Albany
     once again serving as a
     major crossroads with
     a focus on manufacturing
     transportation and tourism.

     This will expand the city
      property and sales tax base 
      and provide the needed
      funds to rebuild the aging
      downtown utility infra-
      structure and remove the
      787 maze.

4.   Build a Quincy type market
      on the waterfront and restore
      river boat traffic between
      NYC and Albany to promote
      tourism - get those foreign
      tourists to explore the
      Hudson Valley - America's
      Rhine and all the local
      historical sites that Albany
      and the Capital District have
      to offer.

These things will require a real
leader, with sound ideas, as Mayor
not someone who talks a lot, but
says nothing of substance. 

And, an active Mayor Emeritus
Jerry Jennings, who will (1)
lobby the NYS Congressional
Delegation, Governor and State
Legislature to a) remove federal
and state mandates that burden
the city, city schools and homeowners
and businesses that pay the property
taxes to fund the city and city schools
b) have NYS deliver on the PILOTS
due the City of Albany for the
Harriman State Office Campus
and all other city lands occupied
by NYS.

Additionally, Mayor Emeritus
Jennings will be the City Liaison
with all of  above, to achieve the
consolidation of city schools with
city government. Create one
property tax roll to fund both.
Return to a K-8 neighborhood
school system , with the Mayor
being responsible/accountable
for the city schools. Mayor 
Emeritus Jennings will also
work with the federal and state
education departments to give
Albany more local control
over the city schools, and to
reform the curricula to meet
the needs of our urban students.

These actions with regard to
the city schools, will end the
flight to the suburbs, and attract
people to move back into the
city and rebuild our city
neighborhoods.

Dredging the Hudson River PCB's is an
enormous waste of  millions of dollars 
and labor which should have been
allocated to rebuilding the aging 
utility/sewer infrastructure
of Albany and other river towns.

Modernizing this infrastructure and 
taking down the 787 elevated highway
 system are essential prerequisites to
redevelopment of Downtown Albany
and the Albany waterfront.

Support fracking for ny natural gas
which will be akin to the building of 
the Erie Canal and the resultant
economic expansion of Albany and
the Erie Canal-Hudson corridor that
occurred in the early 1800's.

Build a refinery at the Port of Albany

This is where the funds will be found

CITY BUDGET ?

Mayor Jennings deserves praise
not scorn for his 2014 City Budget
proposal which cuts expenses and
spending,  no property tax increase
for homeowners, no lay offs of City
workers and 8 million dollars in
the bank.

Sheehan says it is a "terrible budget"
but offers no constructive alternative.


Computerizing employee time sheets
is a job for a time keeper, not a Mayor.

Albany voters deserve to know what

a Sheehan budget would look like
before  the November 5 election.

Sheehan left open the option that
if elected, she would go before 
Governor Cuomo's  Financial
Restructuring Board.

To do so would essentially make
the City of Albany a ward of the
state and throw public employee
unions under the bus regarding
binding arbitration.

The next Mayor of Albany has
to be a leader who will not sell
out city residents and public
employees to a panel controlled
by the Governor.

Dan O' Connell would never 
have done so. Nor will
Joseph P Sullivan, as Mayor.

Mayor Jennings will be a welcome
and vital partner in a  Sullivan 
administration in City Hall.

As Mayor Emeritus, Jennings
will serve as liaison to the
Governor, State Legislature
and NY Congressional Delegation
to obtain the PILOTS due on
city lands occupied by the
State, including the Harriman
State Office Campus; and to
obtain relief from state and
federal unfunded mandates
that negatively impact the
City and city schools.


Mayor Jennings will serve
as liaison with the city schools
and State Education Department
with the aim of  consolidating
the city schools with the city
government, creating one
property tax roll to fund both
returning to a K-8 neighborhood
school system and making the Mayor
responsible/accountable for the
functioning and performance of
the city schools. In addition, Mayor
Emeritus Jennings will be charged
with developing an urban curriculum
that addresses the needs of city
students, including a meaningful
adult education program.

Mayor Emeritus Jennings will
preside at most public functions
and retain his weekly radio show
on Talk 1300. 

Sheehan can snipe at Jennings.
She can tout her boundaryless
management style, but in the
final analysis, Sheehan offers
no real solutions to the issues
vital to the survival of the City
of Albany and all who call
Albany home.

 Security/Public Safety, 
Emergency/Disaster Preparedness 
Education, Energy and property
tax relief are all addressed in
detail by yours truly.

Straight talk. No vague political
speak here!

Sullivan recognizes and values
the life time  of service of Jerry
Jennings to the  City and people
of Albany.

A vote for Sullivan. November 5
is a vote to keep Jerry Jennings
working for you
